The construction ecosystem has been identified as a high services content ecosystem. With the "Transition pathway for Construction" the Commission furthermore aims to foster the temporary cross-border service provisions to improve flexibility and resilience of the construction ecosystem.

The construction ecosystem includes activities carried out during the whole lifecycle of buildings and infrastructures. It is one of the most important industrial ecosystems in terms of employment and value added, dominated by micro and small enterprises. It also plays a key role for the green transition in the EU. Renovating both public and private buildings is an essential action and has been singled out in the European Green Deal as a key initiative to drive energy efficiency in the EU.
