Why Every Business Should Be Paying Attention to the EU's New Packaging Rules

Many businesses assume that packaging legislation only affects manufacturers or retailers. In reality, the new EU Packaging and Packaging Waste Regulation (PPWR) has much wider implications.

Whether you manufacture products, import goods, sell online, or put packaged products on the Irish market, these new rules could apply to your business. Even if you don't manufacture the packaging itself, if your business determines the packaging used to bring a product to market, for example by specifying its design or branding, you may have obligations under the new regulation.

PPWR represents the most significant overhaul of packaging legislation in decades. with new requirements relating to packaging design and recyclability coming into effect from 12th August. PPWR applies to all businesses placing packaging on the EU market. It marks a decisive move away from a traditional ‘take-make-dispose’ economic model towards a fully circular system where packaging is designed, used and managed with sustainability and resource efficiency at its core.

PPWR aims to reduce packaging waste by 5% by 2030, 10% by 2035 and 15% by 2040, while also requiring all packaging placed on the EU market to be recyclable by 2030. It will also introduce ambitious targets for recycled content in plastic packaging and greater use of reuse and refill systems. Many organisations simply don't realise the legislation extends far beyond traditional packaging manufacturers. Businesses across every sector, ranging from food and technology to pharmaceuticals and construction, should all be getting up to speed about how the regulation may affect them.

It’s not just about the materials used in packaging, PPWR will place greater emphasis on packaging efficiency for anyone selling online. For example, the days of sending small items in oversized boxes filled with unnecessary void space are numbered. Businesses will increasingly need to demonstrate that packaging has been minimised. This is not simply about reducing waste; it is about designing smarter packaging that uses materials more efficiently while delivering a better customer experience.

While the legislation introduces a wide range of technical requirements and implementation timelines, businesses do not need to navigate these changes alone. The most important step today is understanding whether PPWR applies to your organisation and beginning to assess what changes may be required.

One of the key consequences of the regulation is that any non-compliant packaging is blocked from the European market, disrupting supply chains and impacting commercial revenues.
