Critical Infrastructure Bill Passes Final Oireachtas Stages

The Critical Infrastructure Bill 2026 has passed all stages in both Houses of the Oireachtas and will now be sent to the President for signature.

The legislation is designed to accelerate the development of major national infrastructure by allowing Government to designate certain developments as “critical infrastructure projects” or “critical infrastructure programmes”. Once designated, public bodies will be required to prioritise these projects, coordinate more closely with one another and streamline approvals and decision-making processes.

The Bill is intended to support the development of essential infrastructure across sectors including transport, energy and water. As infrastructure deficits increasingly constrain housing supply and economic growth, the legislation reflects a growing recognition of the need to accelerate projects that can unlock new homes, support sustainable development and strengthen Ireland’s competitiveness.

Dublin Chamber welcomes the passage of the Bill. Reducing delays and improving coordination across the public sector will be critical to delivering the infrastructure needed to support housing, attract investment and meet the demands of a growing population.
