Dublin Chamber Launches Pre-Budget Submission in Leinster House

Last week, Dublin Chamber launched its Pre-Budget Submission for Budget 2027 in Leinster House, setting out a roadmap for the tax, spending and policy measures needed to strengthen Ireland's competitiveness and support long-term economic growth. We were delighted to be hosted by James Geoghegan T.D. and Senator Mary Fitzpatrick on the day and to meet with a number of Dublin T.D.s to discuss our recommendations.

Drawing on extensive engagement with members and policymakers, the submission identifies five priority areas for Budget 2027: enterprise and investment, infrastructure, housing delivery, skills and labour market development, and the cost of doing business.

Key recommendations include:

• Reducing Capital Gains Tax to 20% for investments in unquoted, actively trading companies to encourage entrepreneurship, investment and the scaling of indigenous businesses.

• Enhancing the R&D Tax Credit by removing barriers to outsourced R&D activity and improving accessibility for SMEs, helping to strengthen Ireland's innovation ecosystem.

• Prioritising investment in critical transport, water and energy infrastructure, including MetroLink, DART+, BusConnects, the Eastern and Midlands Water Supply Project and the Greater Dublin Drainage Project.

• Supporting the delivery of at least 30,000 homes annually across the Greater Dublin Area and ensuring that enabling infrastructure is delivered in parallel to unlock housing development.

• Introducing a National Training Voucher Scheme, funded through the National Training Fund, to support employer-led upskilling and reskilling in priority areas such as AI, digitalisation and emerging technologies.

Collectively, these measures would help address long-standing deficits in housing, infrastructure and skills, strengthen Ireland's economic resilience and ensure the Greater Dublin Area has the capacity to accommodate a growing population and workforce while remaining an attractive location to live, work, invest and do business.

Dublin Chamber will continue engaging with Government and policymakers in the lead-up to Budget 2027. As part of this ongoing engagement, we will be meeting with Minister of State at the Department of Finance, Robert Troy T.D., in the coming weeks to discuss the Chamber's recommendations and the priorities of Dublin's business community.
