Housing Delivery in Dublin Picks Up Pace but Scale Remains Key Challenge

New data from the Department of Housing, Local Government and Heritage, published this month, shows that Dublin’s housing pipeline is increasingly translating into delivery, with 32,085 homes now built or under construction across 205 active sites. Total residential planning permissions stand at 77,909 units. 

Encouragingly, the number of permissions progressing to construction has risen by 9.4% year-on-year, with a 13% increase in apartment schemes moving on-site. At the same time, uncommenced permissions have fallen by 3.2%, indicating fewer stalled projects and a more effective conversion of planning into delivery, partly reflecting the impact of 2024 development incentives now feeding through. 

Minister for Housing James Browne described the figures as evidence of a “real and measurable shift from planning to delivery”. For Dublin’s business community, this improved momentum is a positive signal, particularly given the critical role of housing supply in supporting economic growth and competitiveness. 

However, sustained progress at a much greater scale will be required. Dublin Chamber continues to advocate for the delivery of 60,000 homes annually nationwide, with at least half of this output focused in the Greater Dublin Area, to meet demand and underpin the region’s long-term economic development.
