Dublin City Council: Important Waste Collection Update for City Centre Businesses

Dublin City Council has advised that from Monday, 1 December 2025, the Council will remove the derogation from the Waste Management Act that permits people to present their waste for collection in plastic bags from the Pilot Area of 90 Streets in the South City Commercial district. This change follows a 12-month collaboration between Dublin City Council and waste collectors to introduce a new, improved waste collection system in the city centre.

As part of this initiative:

  • Residual (black bin) waste compactors were installed on Fownes Street and St Stephen’s Green on 10th October
  • Dry mixed recycling (green bin) compactors were installed at the same locations on 5th November
  • Waste collectors now offer door-to-door collection services for businesses that require on-site collection

Despite significant improvements since the launch, Dublin City Council notes that a number of businesses continue to place waste bags and cardboard bales on pavements. This practice will no longer be permitted.

From the 1st of December, any business or individual leaving waste on the public pavement for collection will be subject to a €75 fine per bag, per occurrence, in line with existing bye-laws. Businesses operating within the pilot area are strongly advised to contact their waste collector (Panda or KeyGreen) to put appropriate collection arrangements in place and avoid penalties.

This initiative is a key action under Big Move 6 of the Dublin City Taskforce Report and forms part of Dublin City Council’s Three Pillar Strategy for a Cleaner City. Dublin City Council is seeking the support of businesses to ensure the success of this project.
