Government sets out Phased Increases to Employment Permit Salary Thresholds

In December, Government published a new roadmap for increasing Minimum Annual Remuneration (MAR) thresholds across all employment permit types, with the first changes taking effect from 1 March 2026. The revised approach replaces the previously planned rapid increases with a gradual, phased implementation through to 2030, aimed at balancing business sustainability with fair pay and worker protections.

From March 2026, the minimum salary for General Employment Permits will rise from €34,000 to €36,605, while Critical Skills Employment Permits will increase from €38,000 to €40,904. Lower thresholds that apply in sectors such as agri-food and healthcare (including meat processing, horticulture, healthcare assistants and home carers) will also rise, from €30,000 to €32,691, with further phased increases over time. Reduced starting thresholds will continue to apply for recent graduates, reflecting early career stages.

The roadmap follows a review of the 2023 plan and extensive consultation with employers, workers and representative bodies, including Dublin Chamber. Minister Burke has highlighted rising business costs, global economic pressures and concerns about the impact of sharp increases on permit renewals as key factors informing the revised approach. The new phased model is intended to support Ireland’s competitiveness in attracting skills, while giving employers greater time to plan and adjust in line with the Employment Permits Act 2024.
