Government Launches Action Plan on Accelerating Infrastructure

On the 3rd December, the Irish Government published its Action Plan on Accelerating Infrastructure, setting out a comprehensive programme of reforms aimed at significantly improving the delivery of critical infrastructure across Ireland. The Action Plan responds directly to the long-standing barriers that have plagued Ireland’s ability to deliver infrastructure and is designed to ensure that unprecedented levels of public investment made in the National Development Plan translate into real, timely outcomes on the ground, particularly for housing, energy, water, transport and enterprise-enabling infrastructure.

The Plan identifies 30 specific, time-bound measures to address 12 barriers to delivery highlighted through stakeholder engagement, including with Dublin Chamber, earlier this year. These reforms are structured around four key pillars: Legal reform, regulatory reform and simplification, co-ordination and delivery reform and public acceptance. Together, these measures aim to streamline decision-making, reduce delays, strengthen accountability and improve coordination across departments, agencies and delivery bodies.

From a business perspective, the Plan is positioned as a foundation for faster housing delivery, improved energy and water capacity, and enhanced transport connectivity, all critical to Dublin’s competitiveness and growth. Importantly, the Action Plan includes a number of Q1 2026 commitments, particularly around governance, coordination and early legislative and regulatory actions, which will be key indicators of delivery momentum.

The day after the publication of the Plan, Dublin Chamber convened a member briefing with Sean O’Driscoll, Chair of the Accelerating Infrastructure Taskforce, providing direct insight into the thinking behind the reforms and the implementation challenge ahead. Discussion focused on accelerating delivery timelines, improving system-wide coordination, and the role of legal and planning reform in unlocking stalled projects.

Dublin Chamber will closely monitor progress against the Q1 commitments and continue to engage with Government as the Action Plan moves from ambition to implementation, advocating for reforms that deliver faster, more predictable infrastructure outcomes for businesses and communities across the Dublin region.
