Minister for Public Expenditure, Infrastructure, Public Service Reform and Digitalisation, Jack Chambers T.D., has published the Medium-Term Expenditure Framework for 2025–2030, setting out how Government will plan and manage spending over the next five years.
The framework is built on three key pillars:
- Fiscal Sustainability - ensuring spending is sustainable, credible and that it strengthens economic resilience.
- Spending Adequacy – providing essential public services and infrastructure to enhance living standards and maintain competitiveness.
- Spending Efficiency – delivering value for money and tangible results from Government investment.
The Medium-Term Expenditure Framework is designed to complement the annual budget process by examining existing expenditure, anticipating cost drivers, and incorporating new policy decisions. It will be underpinned by strong budget oversight, evidence-based decision-making, and a focus on prioritising investments that unlock economic and social potential.
Minister Chambers emphasised the importance of a multi-annual perspective in planning:
“Taking a wider multi-annual view will complement and guide the annual budget cycle, enabling us to anticipate and prioritise effectively for the challenges and opportunities ahead. These vital choices must focus on how government policy can best support a growing population, enhance our competitiveness and strengthen our enterprise sector.”
The Minister also stressed the importance of capital investment in strategically important areas such as housing and infrastructure to drive future economic growth. The framework, alongside the recently published revised National Development Plan, will inform a Medium-Term Fiscal Plan that aims to build on recent successes, identify improvements, and prepare for future opportunities.
