21 August 2025

Minister for Public Expenditure, Infrastructure, Public Service Reform and Digitalisation, Jack Chambers T.D., has published a report from his department on the stakeholder engagement from the initial stages of the Accelerating Infrastructure Delivery in Ireland consultation.

The analysis in the report is heavily informed by the results of significant stakeholder engagement conducted by the Infrastructure Division over the course of June and July. Officials from the division and the dedicated taskforce met directly with over 50 key stakeholders involved in the development of infrastructure in Ireland and received more than 170 formal responses to the public consultation.

The report identifies twelve issues which have emerged from the consultation process, and which are considered by the department to represent the most impactful barriers to the timely development of infrastructure. These include the increased regulatory burden, risk aversion, funding uncertainty, prioritisation and coordination issues, construction sector capacity and productivity and procurement challenges, amongst others.

The report also sets out details on the next phase of the work plan, specifically how actions to address these barriers will be developed and how the finalisation of the National Development Plan has already addressed some of the issues that were raised by stakeholders on funding certainty and a project pipeline. It notes that a final report and accompanying action plan is scheduled for completion in the Autumn.
