Dublin Chamber is the national guaranteeing association for ATA and China Taiwan CPD Carnets for Ireland.

What is a Carnet?

A Carnet (an ATA or China Taiwan CPD Carnet) is an international customs and temporary export-import document. It is presented when entering a Carnet country with merchandise or equipment that will be re-exported within 12 months

What are Carnets used for?
  • Carnets are used for the temporary export of three types of goods to any of the other 76 signatory countries to the ATA and/or Istanbul Conventions:
  • Commercial Samples
  • Goods for Trade Fairs or exhibitions
  • Professional Equipment
WHAT GOODS CAN BE CARRIED UNDER AN ATA CARNET?

All goods being moved under an ATA Carnet must be from one of the following categories:

Machinery (non-electrical); Original Paintings / Works of Art; Photographic and filming equipment (excluding video equipment); Jewellery and articles of precious metals / stones; Engine Machinery; Electric / Electronic and scientific or video equipment; Stamps; Yachts and boats; Books; Caravans; Display Stands; Clothing; Furniture and furnishings; Hand Tools; Hides, Skins Furs and Leather Goods; Livestock; Concert and Musical Equipment – Electric/Electronic; Computer Equipment; Theatrical Effects; Carpets and Rugs; Catering Equipment; Toys (Electric or not); Sports Equipment; Antiques; Imitation or Costume Jewellery; Loose Precious Stones; Footwear; Concert and Musical Equipment – non Electric/Electronic.
 
Note that vehicles for private use cannot usually be shipped under an ATA Carnet. These will probably be moved under a Carnet de Passage. To find out if they will accept a Carnet de Passage contact the relevant country embassy. Dublin Chamber does not issue this type of carnet.

HOW DO I APPLY FOR A CARNET?
To apply for an ATA or China Taiwan CPD Carnet please go to www.e-ata.ie and register for an account. A contract will be sent to you by e-mail. Once we have received the completed and signed contract we will be able to activate your account and you will then be able to use this simple on-line platform to apply for and manage all your carnet applications. WHAT IS THE COST OF A CARNET?

There are two payments necessary for a carnet to be issued; the issuing fee and security deposit. The security deposit is refundable once the carnet has been returned to us properly stamped.

  • 2-3 day service:    €120.00 + VAT = €147.60                 
  • Next working day: €180.00 + VAT = €221.40               
  • Same day service: €240.00 + VAT = €295.20               
Non-Member Fees
  • 2-3 day service: €200.00 + VAT = €246.00
  • Next working day: €260.00 + VAT = €319.80
  • Same day service: €320.00 + VAT = €393.60

A security deposit or bank guarantee is required for an ATA carnet. The wording for a bank guarantee can be found here.

The relevant security deposit depends on the type of goods being carried and the country or countries to which they are going. This amount is refundable when the carnet is returned to Dublin Chamber properly stamped. Irish goods going to EU countries (listed above in bold) do not need carnets.
