Our mission is to ensure that Dublin is a great city in which to live, work, visit and learn. In pursuit of these objectives, the Chamber regularly responds to consultations organised by Government departments, local Government and state agencies. 

Our submissions are informed through survey data from our Quarterly Business Trends Survey, input from the Chamber’s Council, stakeholder engagement with relevant experts in respective fields and focused economic analysis in the Chamber. 

Submissions are typically supported by a strategic campaign to advocate for the recommendations we put forward. Such campaigns include: meetings with senior civil servants, TDs, Senators and Ministers; events and receptions and focused media activity.

Submission to Consultation on Tax & Entrepreneurship

Read Dublin Chamber's submission to the Department of Finance's consultation on tax and entrepreneurship. The main questions asked by the Department were as follows:

 

  1. What role, if any, should the tax system play in encouraging entrepreneurship
  2. What barriers to establishing enterprises exist in the current tax system
  3. What existing tax measures are effective in supporting small businesses and encouraging entrepreneurs?
  4. What existing tax measures are ineffective in supporting small businesses and encouraging entrepreneurs? How could such measures be improved or should they be abolished?

Transport Strategy for the Greater Dublin Area

In 2011, the NTA published a Draft Transport Strategy for the Greater Dublin Area. However, in the context of extremely constrained funding, many of the proposed projects and objectives could not be delivered.

Now as economic growth has returned, the need for transport infrastructure is critical. Dublin Chamber has put forward principles and objectives for the GDA Strategy 2015-2035.

Submission to OECD Base Erosion and Profit Shifting (BEPS) project

Dublin Chamber’s concerns about Action 6 have been echoed by Ireland’s business and professional community including Irish Tax Institute, Ibec, and KPMG. Dublin Chamber is concerned that, contrary to the intent of the OECD’s work on Action 6, the “Principal Purposes Test” and Limitation-on-Benefits clause will cause increased difficulty for small countries to compete fairly for investment.

Submission to NTA Fingal-North Transport Study

n this submission, Dublin Chamber responds to the National Transport Authority's study of transport solutions for the North Dublin/Fingal area. The Chamber lays out its overarching objective of an integrated transport system for Dublin that protects and boosts the city’s competitiveness. Increased investment is required to deliver this, such that the capital funding plan for Dublin is in line with other major cities across Europe. The potential for modal shift from private car should be a top priority, as well as improved journey times. Dublin Chamber considers Metro North and DART Underground to be absolutely vital to the city’s future.

In this response to Dublin City Council’s Development Plan Issues Paper, the Chamber has emphasised the vital importance of Dublin to Ireland’s economy, and called for integrated national and regional planning to support the role of the capital.

Submission on Licensing of Outdoor Music Events

In this submission, Dublin Chamber puts forward a number of suggestions which would improve the legislative framework for the licensing of outdoor music and entertainment events:

  • The removal of the current three concert limit on Aviva Stadium and Croke Park,
  • The time taken to decide on whether a concert should be granted a licence must be compressed,
  • A traffic light system should be introduced for the licencing of all outdoor music events.
  • No tickets should be sold for an event before certain reasonable assurances are given that a licence will be granted,
  • Room for manoeuvre (i.e. the right to appeal) must be included when any licencing decision is made.

Submission on Bus Rapid Transit

Dublin Chamber submitted to the National Transport Authority on the 'Swiftway' proposals (Swords to City Centre Bus Rapid Transit route). The Chamber argued that the NTA should adhere to certain key principle of integration when developing this route. The Chamber also recommeded that the following issues be given further consideration:

  • Projected demand
  • Speed of implementation
  • Proposed route

Submission on Investment in Land Transport

Dublin Chamber believes that we must prime a pipeline of projects to address congestion in Dublin. Land transport is a key component to future competitiveness and the Chamber is encouraged by recognition in the draft framework of the value of capital investment in transport to the overall economy and notably job creation.
