Dublin Chamber believes that it was a policy failure that the last Transport Strategy (the 2011 Draft Transport Strategy) was not adopted by Government, which is a decision that has negatively impacted on the GDA’s competitiveness and quality of life for those living, working, visiting or learning in the GDA.

Businesses are already feeling the impact of this inertia on their activities and it will become of a bottleneck for future economic growth and job creation. Therefore, there is a need for acceleration of the Transport Capital Plan in delivering projects in this strategy rather than a delay in it.

The strategy requires necessary funding to ensure that Dublin can compete internationally. Other international cities, such as Manchester and London, are getting two and three times as much investment, per head of population. The proposed Transport Capital Plan, while moving towards the target, is still at least a multiple less than what is needed.

The Chamber further recommends that the Government:
 
  • Set out a longer-term view of capital investment in transport and align this with a National Planning Framework that places cities as the drivers of regional growth and enables them to generate a higher return for this investment through increased density.
  • Facilitate greater transparency in the formulation of long-term planning for transport, e.g. outlining the key assumptions regarding the expectations of planning authorities (e.g. land use planning).
  • Clarify prioritisation and phasing requirements through a clear investment analysis for potential capital funding amounts to ensure maximum strategic impact for each capital allocation achieved and to facilitate informed debate as the prioritisation of various projects.
  • Include all factors impacting on commuters model shift away from private cars (e.g. financial, time, quality, etc.) in assessment framework of transport investment projects.

Transport Strategy for the Greater Dublin Area

In 2011, the NTA published a Draft Transport Strategy for the Greater Dublin Area. However, in the context of extremely constrained funding, many of the proposed projects and objectives could not be delivered.

Now as economic growth has returned, the need for transport infrastructure is critical. Dublin Chamber has put forward principles and objectives for the GDA Strategy 2015-2035.

Submission to NTA Fingal-North Transport Study

n this submission, Dublin Chamber responds to the National Transport Authority's study of transport solutions for the North Dublin/Fingal area. The Chamber lays out its overarching objective of an integrated transport system for Dublin that protects and boosts the city’s competitiveness. Increased investment is required to deliver this, such that the capital funding plan for Dublin is in line with other major cities across Europe. The potential for modal shift from private car should be a top priority, as well as improved journey times. Dublin Chamber considers Metro North and DART Underground to be absolutely vital to the city’s future.

Submission on Bus Rapid Transit

Dublin Chamber submitted to the National Transport Authority on the 'Swiftway' proposals (Swords to City Centre Bus Rapid Transit route). The Chamber argued that the NTA should adhere to certain key principle of integration when developing this route.
